Under Nigeria's NERC Mini-Grid Regulations 2026, a mini-grid is an electricity supply system with its own generation capacity that supplies more than one customer within a defined geographical area and may operate independently or in coordination with an existing distribution network.
Mini-grids typically contain generation, storage, a distribution network, a control system and customers.
An isolated mini-grid operates independently of the distribution licensee's network, serving rural communities, remote villages, islands, farms, industrial sites and campuses. The 2026 regulations classify isolated mini-grids up to 5 MW per site.
An interconnected mini-grid operates in coordination with an existing distribution network: it may receive electricity from the network, supply electricity locally, coordinate local generation and storage, and export electricity subject to its approved operating arrangement. Interconnected mini-grids are classified up to 10 MW per site.
If the conventional distribution grid later reaches a community served by a mini-grid, an orderly process is required. The 2026 framework includes specific provisions for grid arrival, including notice and transition or compensation mechanisms.
The NERC framework covers mini-grid permits, registration, interconnected mini-grids and transfer or sale of permitted businesses, with requirements covering the generation system, distribution network, community agreements, health and safety, tariffs and confirmation of non-interference with the relevant DisCo.
